Photos are not in sync after first upload - exif changes are not synced

Steps to reproduce

1. setup automatic uploads (no wait for wifi, no wait for charging - just as quick as possible)
2. make a picture on avg or poor GPS signal
3. download the picture to computer from web fronted
4. go to good GPS signal (phone will shortly make update to JPG exif with correct GPS coordinates instead of dummy one)
5. download the picture to computer from phone
6. compare files

files will have same time (modification and created), same size, same name BUT different checksum (bcs of exif)

Expected behaviour

Android app must detect checksum mishmash and upload new version. But it will never happen.

Actual behaviour

files has same time modification (and created), same size, same name BUT different checksum (bcs of exif)

(maybe some similarity to bug #12991 )
