Auto upload notification is shown, even when auto upload should not run at this time

Steps to reproduce

1. Create a auto upload tasks, that's only supposed to upload when charging
2. Use phone normally without it charging

Expected behaviour

Auto-upload notification should only be shown and the background task run, if the conditions for the auto-upload are met.

Actual behaviour

Auto-upload notification shows even if the phone is not charging. Fairly often it is shown, when the phone has just gotten unlocked or woken up.
The actual upload does not seem to be happening, when the notification is shown. So this part works.
