Changes:

  • Update default mingw-w64 version to build
  • Add isl license file
  • Update host mingw version
  • Always build and install both shared and static verion of winpthreads
  • Enable DLL tests
  • Make 'static GCC' to mean to build GCC with static host libraries instead of static target libraries
