[BUG] Failed to get power limits - issue with NVIDIA drivers, err=-4 #618 #332

Describe the bug
After applying latest windows update I now get the error in the subject line when starting the excavator v1.7.3b and NiceHash quickminer v0.5.2.0 RC: “Failed to get power limits - issue with NVIDIA drivers,”

To Reproduce
Have working windows 10 with NiceHash. Apply all windows updates.

Expected behavior
Excavator works.

Version affected (please complete the following information):

See in description
Windows 10 Home 10.0.19043 Build 19043
NVIDIA driver version
30.0.14.7141 (NVIDIA 471.41) DCH/Win10 64
NOTE: I CANNOT USE THE WHQL DRIVER. IT TELLS ME INCOMPATIBLE WINDOWS VERSION.

Hardware
NVIDIA GeFORCE RTX 3060 Laptop Gpu (ga106)

Additional context
Why cant the miner NOT read power limits and use defaults? I dont want to OC! Seems like you use to have an option to disable power mod’ing but cant find any info on this now. Would let OC tuning of card handle power and fans.

Has anyone found out howbto resolve this issue?
Im having the same issue with my gigabyte g5 3060 laptop. My mhs is limited to about 3mhs
