Windows blocking sgminer access to graphics hardware

I have been struggling to get a few AMD Vega rigs up and running with nicehash using sgminer for cryptonight.

Fresh install of windows 10 with windows defender disabled. sgminer will start but the gpu's will not initialize. It will hang until watchdog tries to kill it which it cannot. Once the window is forced closed the following error appears

"Application blocked form accessing graphics hardware" "Application sgminer.exe was blocked from accessing graphics hardware."

I tried in various compatibility modes, as administrator, launching from a admin cmd and no luck. It just will not run and I have no way of stopping widows from doing it's thing
