custom settings (free fan factor)

Hi,

I'm trying to customize te settings.
Someone any idea how to set the fan factor to free (0) and the initial treasury to 1000000?
I'm using the attached settings.php but I'm an absolute dummy in coding. Can someone help me out or tel me who to contact with this question?
