Metrics Feature

Metrics functionality similar to Loki.

To keep it simple, the new metrics endpoint should accept the name of the aggregation function and the expression. The storage can utilize the current implementation.

Dashboards
With the creation of a metrics API, we could extend the functionality to include dashboards. This would allow users to create counters, reports, and other visual tools to monitor their application more effectively.
