The hydrogen demand scenarios from the latest et_module data look incomplete:

$ wc -l data/et_module/scenarios/hydrogen_*
  24601 data/et_module/scenarios/hydrogen_vehicle_hydrogen_consumption__ew.csv
  26041 data/et_module/scenarios/hydrogen_vehicle_hydrogen_consumption__ew_netzero.csv
  27337 data/et_module/scenarios/hydrogen_vehicle_hydrogen_consumption__mv.csv
  27337 data/et_module/scenarios/hydrogen_vehicle_hydrogen_consumption__mv_netzero.csv

I'd expect 24 hours * 380 LADs * 3 years + 1 header row = 27361 lines in each file.

For example ...__ew.csv is missing values in 2015 for E06000053 Isles of Scilly.

Might be legitimate to fill missing data with zeroes in these cases.
