Identify, download and process base-year weather data

The Weather@Home data (see #72 and #73) does not contain data for our base year - 2015. We need to

• identify an alternative data source which contains data for daily mean temperature, wind speed, solar insolation and rainfall and uses a similar spatial grid to that of the Weather@Home data set
• write a script to download this data and transform into a similar format to the downloaded W@H data (see Add script to get Weather@Home data, filter for daily mean data and store in parquet format #72)
• use the smif Adapter written in Create a smif Adapter which processes Weather@Home data for an arbitrary spatial distribution #73 to process the data for the base year
