The charter document uses the term "Core Project" several times but it is not defined and examples are not given. ????

That's because it was written while we were still reconciling io.js and node.js and each of them had different definitions for how large the project was and how it was structured. Under the umbrella this is more accurately scoped as the "Core TLP"
