Original commit message: [fastcall] Implement support for onebyte string arguments This CL adds one byte string specialization support for fast API call arguments. It introduces a kOneByteString variant to CTypeInfo. We see a ~6x improvement in Deno's TextEncoder#encode microbenchmark.
