Help wanted: Backporting PRs to v11.x-staging

Hey @nodejs/collaborators. While putting together the least release proposal I stumbled upon quite a few conflicts. I resolved minor ones while landing the PRs but I also marked quite a few PRs with the backport-requested label.

They partially rely upon each other and backporting is going to become more difficult if these are not backported first. So if you could help out backporting some, that would be great!
