Nargo print ACIR cmd

Problem

It's currently inconvenient to inspect the ACIR compiled from a circuit.

Proposed solution

Add a command that simply prints a compiled circuit to stdout

This is a task I find myself doing frequently, and dev-rel have also requested it.
