Publishing package with provenance fails with an inexplicable npm ERR! code E404

Across a couple of attempts to publish new version of jupyter-collaboration (jupyterlab/jupyter-collaboration#265) the upload to npm failed with npm ERR! code E404:

It is likely a misconfiguration on our end, but it would be great if the error message was more precise as currently we are stuck. Any suggestions?
