Improve independent plan prompt

Doing release plans for Changesets is far more efficient than nx release plan

Release plan prompts project by project, using in a repo with many packages and this is really time consuming.

Compare with changesets, it checks to see what projects have been affected by changes then allows you to quickly select the project(s) you want to target.

Having a similar experience with NX release plan would be a great improvement.
