Need target to allow re-publishing a failed symbol package

We have a target to republish the entire nuget package, including the symbol package, but that can't run if the nupkg was accepted and the snupkg was rejected. For now, this target can be added to the nunit-console build.cake but it should
probably be migrated to the recipe in a future release.

This issue has been resolved in version 3.18.1
