Add more name localization to match POV work

To support the different POV (worldview) in #301, we should add a few more languages so the POV can match up with the appropriate localized name labels.

Specifically:

• Hebrew – he (Israel as we already have Arabic for Palestine)
• Urdu – ur (Pakistan for Kashmir)
• Ukrainian – uk (Ukrain and Crimea)

Also a good opportunity to backfill missing name values for already supported languages.
