Misc Editorial Changes

Beginning work to create new working draft for approval as CN01 at mid-April TC meeting. This PR:

• Implements a number of editorial fixes, both technical and grammatical
• Applies numbering to tables and adds a List of Tables to the TOC
• Revises Table (now) 3-2 to match the original UML Table 7.1 and adds a "JADN Type" column (replaces previous confusing presentation)
• Makes minor wording tweaks in various places

This PR will be applied without going through the working meeting process as the changes are editorial in nature and applying it will permit work to proceed on more substantive changes.
