NFC handler permission missing for work profile

When I scan an NFC tag (with a URL in this case), I get the popup asking me which app to open it with (possibly because I don't have a standard browser set).

Unlike the share dialogues, this shows the "blocked by administrator"¹ text and doesn't let me select work profile apps.
