"Failed to fetch workspace files" error shown when creating agent sometimes. #1534

When creating a new agent, i sometimes see this error message show up (it auto dismisses immediately)

When this error is seen, files api fails with 500 error code and resource name may not be empty response.

Note - I am seeing this issue happen once in a while in both test and local setup.
