[OKD4.12] oc get Unable to connect to the server: net/http: TLS handshake timeout after Starting cluster-bootstrap

Describe the bug

I am trying to bootstrap an OKD4.12 cluster on a virtual environment. Everything starts correct oc get clusteroperator shows the information correctly until in the bootsrap logs I see Starting cluster-bootstrap when I get the following error:

Unable to connect to the server: net/http: TLS handshake timeout

Version

4.12.0-0.okd-2023-03-05-022504 UPI method on kvm machines

How reproducible

Bootstrap a cluster with 3 control-plane nodes and at a certain point the error will appear. I experience this 100% on 4.12

unfortunately I have reinstalled the env with okd4.11.
