Use of getConnectionsByUrl - permissions problem

Hello.

I am trying to use client.getConnectionsByUrl method. 

The problem that I have is that I cannot find how can I get
the permissions from the user. The linkedin developers site
only provides information about how a user gives permissions to
an application that is already logged in.

I want to get the permissions from some users, and the use their URL or ID
in order to access their connections.

Does anyone know how can I do that?
