OpenSRP 2 will be supporting ImplementationGuides to define resources required by apps as defined in issue #3150 - Add Support for ImplementationGuide to Define Resources Required by an App.

To allow fetching of an ImplementationGuide during OpenSRP 2 app setup, we need to allow unauthenticated GET requests for the ImplementationGuide resource.
