FLIX Discovery Command

There is currently no way to discover what Flow Interaction Templates (FLIX) are available. It would be nice if you could find them via the CLI with something like:

flix list scripts

and

flix list transactions

Maybe it would have a name and description.

The list may be long though so some filtering might be necessary but that could be a later addition.
