Add complete-docs

Add minimal configuration for the https://palantir.github.io/tslint/rules/completed-docs/ which force code to have comments. Initially only exported functions and classes could be forced to have docs.
Even more, initially this rule could be disabled, and periodically enabled to expose required code to be documented.
