[Feature Request] Option to display date and time in a selected local time/timezone

It will be more intuitive when the user is trying to map the network incidents with events in the country.

Will be useful as well when "Export chart as image" #936 feature is implemented, so the exported image will have the local time that is relevant to the local audience.
