This seems to reliably happen when the ISS is currently passing overhead of the location your are checking, but I have seen a handful of other times (can't reliably reproduce other than the 'currently above' situation)

I've seen that this bug happens when the ISS is above in the sky but the API continues returning n-1 passes after the ISS has passed. But it doesn't happen at all the occasions that the ISS is above us.
