Force gcc 13.2.0 over 13.3.0

Attempts to verify cause of recent build failures by patching the gcc compiler for macOS 13.3.0 -> 13.2.0

See issue #1804

• Does this PR change the input/output behaviour of a cryptographic algorithm (i.e., does it change known answer test values)? (If so, a version bump will be required from x.y.z to x.(y+1).0.)

Pushed a second commit, which comments out the change. This is to validate that it is this gcc revert that fixes the build -- in case the cause is another external problem

OQS status meeting 2024-06-04 agreed ok to go with workaround, but keep issue open to revert
