Following example of #1561

Don't forget to lock the issue to prevent comments and notification spam. People should be able to watch the issue to get election news.

This should link the form created in #2302 and the docs created in #2303

We should reference benadida/helios-server#362 in the issue just in case people find themselves in the list but not in Helios Voting due to this issue.
