Fix semantic of kafka message ID

This is follow-up from open-telemetry/opentelemetry-specification#2971 and the corresponding PR in open-telemetry/opentelemetry-specification#2982.

In that issue, it is noted that the go kafka instrumentation uses the offset as an id which is problematic.

This issue is to request that the kafka instrumentation change to either 1) use the id for the id, or 2) populate the offset with the new semantic convention, or 3) both.
