Project scope and comparison of it with similar tools like Falco and Tetragon

I am aware that initial focus of this project is observability around network congestion but I wonder what the roadmap looks like. It would be very nice to see the scope of this project and intersections with similar projects. Falco and Cilium Tetragon has ebpf support in the observability area. I am not sure if they have otlp support yet though.

This came up in the SIG meeting this morning (see https://docs.google.com/document/d/13GK915hdDQ9sUYzUIWi4pOfJK68EE935ugutUgL3yOw/edit#). At this time, no comparisons with those other projects exist. A comparison with them would be welcome.

It appears however that a more pressing matter is to build and communicate clearly a roadmap for the project. @bjandras is going to drive a first draft with a skeleton in the docs folder, and folks can help contribute and make this better.
