bootstrap_gen generation not handling genai instrumentation correctly

We have at least two bugs with the current generation of opentelemetry-instrumentation bootstrap_gen generation:

• First one is common for all genai instrumentation and it is that the version listed there is not stripped by the .dev suffix and so the package is not installable
• Second one is we need a way to blocklist instrumentation that have not been released yet, e.g. opentelemetry-instrumentation-vertexai is not publishable by us at the moment and so should not be listed there

Good thing is that opentelemetry-bootstrap will handling pip install failures gracefully yet it could be a problem for people piping its output to a requirements file.
