Is it possible to somehow prioritise metadata information? #124

Most information being optional is due to CERIF's flexibility regarding the information distribution on several records, right? But is it possible somehow to state that some information is highly recommended/valued (in whichever record it might be stated)?
Could e.g. each and every identifier be recommended (if available) instead of optional? And so on.
