Ability to rename categories (EL-212)

The new admin interface allows one to add parties and categories but lacks a facility to change their names (e.g. if one typos a name).

Propose adding Edit Party and Edit Category pages that would list existing entries at edit_category.php, link each entry to edit_category.php?id=x with an input field to enter the new name.

Some simple sanity checking on the backend would be desirable too (e.g. check that name doesn't already exist).
