Adding some detail I've found from another github issue on the same subject:

Language is inconsistent. If you click on "Make a comment" the Comment page then says "add a comment"- this should be the same.
I think perhaps "Comment on this application" is enough, since comment here is a verb and an invitation. If another word is needed "Make" might be preferable to "Add" and consider using "Make your comment" over "Make a comment" because it's important to them, depends how close to "have your say" we want to be
