Create "I've been asked to amend my request or else it will be refused" status #814

Someone using the site who's an experienced FOI requester, asks that we have another status that makes an intent to refuse more obvious and accountable.

Having an "intent to refuse" is an extremely valuable tag that's worth adding, since it later allows the easy search for departments which are using this approach to cover up misbehaviour.

@katska I'm in 2 minds about this one. The "I've been asked to clarify my request" status would appear to fit here. Is another status warranted do you think or could the existing status be used?
