"Catchall" status request for closed requests

I'm cleaning up a number of requests that need to be finalised, however none of the status options available are helpful.

It would be useful to have a status that that can be set by administrators with the generic comment to users of the site that says to check the annotations for further information about the status of the request

@benrfairless I don't know if we can just add another status locally, or what you think it should be based on this description. Could you say a bit more to help me understand?

Are there two separate issues or just one? If just one I'm guessing that means the status should be "Status needs to be updated - can you help by reading the responses?" kind of thing. And / or are there requests that have a status that is not covered by the possible options?

An example or two might be helpful to focus the issue.
