Tags/topics functionality

Tags could be useful additional information about divisions and policies. They also serve as an initial, comparatively light weight contribution for citizens. Citizens could also elect tags they were interested in.

Quick jam of interactions enabled by tags:

• send me a weekly email with divisions relating to topics I care about
• let me know when divisions happens on a topic I care about, and how my reps voted.
• suggest policies that I might connect to this division
• suggest divisions that might be related to the policy I'm making
• suggest policies I might want to keep an eye on
• organise long policy lists according to things you know I care about
• what do others who follow my topics follow?
• let me know if people who follow my topics are suddenly very active on a division or policy discussion

This could also be used to vastly improve the search for policies on the division policy editing page. I searched 'asio' 'security' 'oversight' and had to go looking on the policies page to find 'For greater scrutiny of intelligence services'

Going to close this in favour of #1069. I do think tagging for policies is far more important than divisions. With divisions we have other useful information like the bills they are attached to potentially and the policies they relate to. So, we can get some extra context for free there.
