When using 15 mins data, get more history data #313

Detailed Description

When we are first getting the 15 mins satellite data, we should get more history. Currently it only pulls some this causes the forecast to fail.

Context

satellite sitches over from 5 mins to 15mins once a month (and back again)

Possible Implementation

change env var HISTORY to 120 minutes
