Aspects needs to be installed on the instance for it to work (Install Instructions)
This is all part of the Tutor plugin by default:
New Reports tab on the Instructor tab which should be enabled by default
PII OFF by default

What should be off by default, BUT include clear documentation on how-to enable?

New left hand sidebar navigation
New Studio course search
Connect teams to content groups

What must be off by default with NO path to enable?

Studio Pages in the course-authoring MFE
Unit page
Video uploads page
Accessibility page
Libraries V2
