Rationale

The Open edX Tech Radar was created in a series of working group meetings from early 2021 and into October 2021 when it premeired. As a tool, its adoption has not taken off. It receives few updates and is not present in developer onboarding pages nor is it used as reference when discussing the adoption of existing or new features, or deprecation of existing ones. It was a good experiment, but is no longer needed.
