Expected Behaviour

As a OFC user with a cluster running in my production environment, I want to be able to use the same cluster to deploy non-master preview branches.

Current Behaviour

I can deploy another OFC instance and use the build_branch configuration, but I cannot use the same cluster to build > 1 branch.

Possible Solution

Explore design / workflow for creating/garbage collecting and promoting non-master branches.

Consider impact and permissions. Outline several use-cases / scenarios.
