Refactor Election Calendar

This issue tracks refactoring the election calendar. The current calendar is no longer accurate and due to new positions (e.g. additional director seats) being added, elections are now spread throughout the year.

We want to optimize our elections so that they are batched as much as possible.

Below is a proposed election calendar. This was discussed during the last working session. A few things to note:

• According to the OpenJS bylaws, the CPC Directors election must coincide with the overall OpenJS board elections unless we are filling a vacancy, so this date is pretty much set
• We are batching the impact, at large, and regular elections
• Chair & Vice Chair follow the above so that newly elected members can run for these roles
• We are trying to avoid periods where there are holidays or when folks often take vacation
• During the working group discussion, the original reasoning behind staggering elections to ensure leadership continuity was examined. However, attendees of the working session pointed out that this has not manifested as an actual problem so far

Under this proposal, folks currently serving in roles would have their terms extended until the next election.

We discussed this in the working session today and landed on the idea that the CPC would be renewed in Q4, pick their chair and vice chair, and start planning the year ahead.

We discussed this on the CPC working group call (13 Feb, 2024) and during the discussion @bensternthal adjusted the schedule to avoid August holidays - the revised calendar LGTM!
