some users tend to keep submitting the same invalid/incomplete info after being rejected

it will be helpful to show that this profile has been rejected before as these profiles are potential blocks

This sounds like an interesting idea. I guess you could get this information from the messages collection, using the api2.openreview.net/messages?to=<user's email>&subject=<Reject subject>

What about storing the reject reason in the profile? 😁

currently the profile preview shows a few recent messages sent to the user but if the user has other emails such as invitation or paper notification the rejection message may not be visible

maybe rejection messages should be made more obvious
