Is your feature request related to a problem? Please describe.

The CI only runs the tests using MAGICC on Ubuntu. The MAGICC v7.5.3 distribution contains a prebuilt Win64 executable that we should test (bin/magicc.exe).

Describe the solution you'd like

The CI using the Windows Binary (bin/magicc.exe) downloaded from the same bundle used by the Ubuntu tests.
