[Workspace] Make saved objects management page support workspace

Workspace is a concept to manage saved objects, and saved objects management page is a built-in UI to manage the objects inside OpenSearch Dashboards. There are some cases that the management page does not use the standard saved objects client to make operations on saved objects so that it does not have the capability introduces in the issue #6027 .

Find the cases that saved objects management make operations without saved objects client and make them support workspace.
