Coming from #1448 - these are the steps to add gradle check support for windows via a github workflow.

We would like gradle check on windows to run against opensearch core to ensure robust testing.

Scheduled cron jobs for windows gradle check needs to run periodically and does not run on every push/PR. It's easier to configure that directly on Jenkins with a timer. So for the 2.4.0 release, we will not be moving ahead with setting up a github action workflow to run gradle check on windows.

Closing out this issue for the above reason after discussion with @peterzhuamazon

Re-open the issue until gradle check is fully functional in Jenkins.
