Use buildInfo.yml to fetch commits per build/PR

Download and use buildInfo.yml file to get the build and commit information corresponding to specific builds for build dashboard.

Both the OpenSearch page and the OpenSearch Dashboards page both link to a Commits page, which takes information from the buildInfo.yml to create a list of plugin names and associated links to their head commits.
