[Enhancement] Add a github action to comment on issues for contribution

Similar to parse-community/parse-dashboard#2040 (comment)

  • Add a comment when a new issue opened.
  • Add a comment when the issue is stale for 15 days.
  • Close the issue if it is stale for 30 days.

[Triage] Good idea. I'm wondering are there existing App that we could install to fulfill this?
I found this existing Actions might be useful https://github.com/marketplace/actions/close-stale-issues
