Send a releaseLock request from AD Extension to JS for the given LockModel associated with a provided ScheduledJobParameter name

• Create a Rest Action on Job Scheduler to handle release lock request from extension
• The request will have lock model
• Create handler to handle the request
• Create response class to send the response back to extension
• Write Unit test cases
